Region 9 Fiscal Year 2025 Wetland Program Development Grants

The EPA Region 9 Fiscal Year 2025 Wetland Program Development Grants (WPDGs) Notice of Funding Opportunity aims to support state, Tribal, U.S. territory, and local government agencies in developing or refining wetland protection and management programs. Approximately $3.2 to $3.4 million is available for up to 10 grants, with project periods of two to four years. Eligible applicants include Indian Tribes, states, local governments, institutions of higher education (agencies of a state), interstate agencies, and intertribal consortia in Region 9 (Arizona, California, Hawaii, Nevada, and U.S. territories). Projects must not exceed $500,000 and require a minimum 25% cost share, which may be waived for Insular Areas under $200,000. There are two application tracks: Track One for Wetland Program Plans (WPP) and Track Two for Non-WPP projects, with separate funding allocations. Ineligible activities include wetland program implementation, fundraising, land purchase, and conventional wetland restoration. The program emphasizes developing effective wetland programs through research, investigations, experiments, training, demonstrations, surveys, and studies, aligning with the Clean Water Act Section 104(b)(3) and EPA Administrator Zeldin's Pillars for environmental protection and cooperative federalism.
