Technology Enhanced Adoptive Family Recruiting and Matching

The Administration for Children and Families, through ACYF/CB, is seeking cooperative agreement recipients to support technology enhanced adoptive family recruiting and matching for children in foster care awaiting adoption. The program will fund four regional centers to design, implement, and evaluate technology-enabled strategies that improve matching, placement, and permanency outcomes for children with an adoption goal or who are legally free for adoption. Work includes partnering with state, territorial, tribal, and local child welfare agencies and courts to develop secure, accessible, interoperable solutions such as data-informed recruitment support, AI-assisted matching, and predictive analytics, while also providing training, technical assistance, and dissemination of best practices. Applicants must demonstrate organizational expertise in both technology and child welfare practice and are expected to show measurable improvements in match timeliness, placement stability, and adoption finalization. Electronically submitted applications are due by July 9, 2026 at 11:59 p.m. Eastern Standard Time, with awards anticipated from $1.5 million to $2.674 million each.
Eligible Applicants
This program requires applicants to demonstrate BOTH technology expertise AND child welfare practice expertise at the organizational level. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.
