2027 YSEALI ScamShield Regional Workshop

The Public Diplomacy Sections of the U.S. Mission to ASEAN and the U.S. Embassy Phnom Penh are seeking applications to develop, organize, and oversee the 2027 Young Southeast Asian Leader Initiative ScamShield Regional Workshop. The selected recipient will design and implement a four-day workshop in Cambodia focused on teaching young leaders to detect, disrupt, and dismantle the financial flows of criminal online scam networks. The workshop must gather approximately 60 ASEAN exchange alumni and up to 11 mentors to participate in expert panel discussions, site visits, and the collaborative development of regional action plans. Eligible applicants include not-for-profit organizations, educational institutions, individuals, and governmental organizations. Applications must be submitted by August 24, 2026, for this cooperative agreement, which has an expected award value between $200,000 and $300,000, and inquiries can be sent to sugandai@state.gov.
