The "Certification Regarding Lobbying" form (CD-511) from the U.S. Department of Commerce requires applicants for federal grants, cooperative agreements, or contracts over specified monetary thresholds to declare compliance with lobbying regulations. The applicant certifies that no federal funds have been used or will be used for lobbying practices aimed at government officials regarding the awarded transaction. If any non-federal funds have been utilized for such lobbying, the applicant must submit a separate disclosure form (Standard Form-LLL). Furthermore, this certification must be included in all subawards and confirmed by subrecipients. Failure to provide the required certifications may result in civil penalties ranging from $10,000 to $110,000, depending on the timeline of the violation. The form emphasizes the legal obligations of the applicant to uphold transparency and integrity in federal financial interactions, thereby safeguarding the federal funding process from undue influence or lobbying efforts.
