FY26 Pathways to Removing Obstacles to Housing (PRO Housing)

HUD is offering the FY26 Pathways to Removing Obstacles to Housing (PRO Housing) program as a competitive grant opportunity to help state and local governments, MPOs, and multijurisdictional entities remove barriers to housing and expand affordable housing and homeownership. The work can support activities such as new construction, housing-related infrastructure, preservation, and planning, with an emphasis on measurable increases in affordable units. Awards will use the CDBG framework and prioritize applicants that show progress on less restrictive zoning, land use, or permitting rules, demonstrate acute need for housing affordable to households below 100% of area median income, and commit to creating new homeownership units before the performance period ends. Eligible applicants must also meet CDBG national objectives focused on low- and moderate-income households, and prior FY23 or FY24 awardees must propose new projects. HUD has set aside $50 million for about 10 awards, with grants ranging from $5 million to $10 million; applications are due August 3, 2026, and must be submitted electronically by 11:59 p.m. ET.
Eligible Applicants
Other eligible applicants include Metropolitan Planning Organizations (MPOs) and Multijurisdictional Entities. Refer to the Program Definitions in Appendix I of the NOFO to review how these terms are defined in the PRO Housing program.Prospective eligible applicants with overlapping geographies (e.g., a county government and a city government located within that county) are encouraged to partner on a single application, rather than submitting two competing applications. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
