Grant Opportunity Analysis
The U.S. Fish and Wildlife Service is offering the FY 2026 Clean Vessel Act Grant Program to provide cost-sharing awards to state and territorial agencies that support recreational boating waste-prevention infrastructure. The program funds the construction, renovation, operation, and maintenance of pumpout stations and waste reception facilities that help prevent waste disposal into public waterways. Eligible applicants are governor-designated agencies of the states and territories and the mayor-designated agency for the District of Columbia, with federal support covering up to 75% of project costs and award limits varying by inland and coastal activities. Applications are due July 22, 2026 and must be submitted through GrantSolutions or Grants.gov; awards are anticipated in January 2027, with projects expected to run from March 1, 2027 through February 28, 2030.
Eligible Applicants
Eligible applicants are the governor-designated agencies of the United States, Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands; and the mayor-designated agency of the District of Columbia (hereafter, applicants). Third parties such as privately owned and operated marinas may partner with a recipient to receive funding through a subaward at the recipient's discretion but are not eligible to directly receive an award. Marina owners or managers or other third-party representatives may contact the recipient for information on partnership opportunities.
