Empowering English Educators

The U.S. Department of State’s U.S. Embassy Cairo Public Diplomacy Section has announced a Notice of Funding Opportunity (NOFO) for "Empowering English Educators" (Opportunity Number: PDS-CAIRO-003-FY26). With a maximum funding limit of $200,000, this cooperative agreement will fund a single award to implement a teacher-training program for up to 200 early-career Egyptian university English language teaching assistants, lecturers, and instructors from governmental and Al-Azhar universities. The primary goal is to improve English language instruction at the university level across Egypt. The program features a one-week, 30-hour intensive course focused on contemporary TESOL methodologies, classroom management, inclusive instructional strategies, 21st-century educator skills, and the integration of artificial intelligence (AI) tools. The training will be distributed across three regional sites—Port Said, Cairo, and Luxor—to establish sustainable peer support networks. Eligible applicants include not-for-profit organizations, civil society/non-governmental organizations, public international organizations, and governmental institutions; for-profit entities are excluded. The Public Diplomacy Section will maintain substantial programmatic involvement throughout the project's five-to-six-month performance period. Applications are due by August 7, 2026, and must include mandatory SF-424 forms, a comprehensive project narrative (maximum 20 pages), a detailed line-item budget in U.S. dollars, a budget justification narrative, and a Monitoring & Evaluation Performance Monitoring Plan. Applicants must also possess an active SAM.gov registration and a Unique Entity Identifier (UEI) to be eligible for selection.
