Grant Opportunity Analysis

The Centers for Disease Control and Prevention’s NCHHSTP is seeking cooperative agreement support for the National HIV Behavioral Surveillance program to sustain bio-behavioral surveillance among populations disproportionately affected by HIV. The work includes collecting data on behavioral risk factors, HIV testing behaviors, use of prevention strategies such as condoms and PrEP, and receipt of prevention services, while offering HIV testing to participants and linking them to appropriate care or prevention services based on results. The surveillance is intended to help evaluate and guide local and national HIV prevention efforts by tracking exposure to prevention strategies over time and identifying gaps in access to services, and eligible applicants are limited to specified governmental entities with public health authority and HIV surveillance experience. Applications are expected to be submitted by September 1, 2026, with estimated total program funding of $73,956,220 and about 20 awards.

Only these types of organizations may apply.• State governments.• County governments.• City or township governments.• District of Columbia government • Territorial governments or their bona fide agents in the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau• Bona fide agents applying on behalf of state, territorial, and local government organizations.Governmental organizations must have the public health authority and/or legislative mandate to conduct HIV surveillance activities, which include gathering information on demographic characteristics, transmission category (mode of exposure), and all test results indicative of HIV infection. You must also have the experience, capacity, expertise, and resources to complete the comprehensive activities for this HIV behavioral surveillance program.
