Air Force Total Ownership Cost Sustainment Support Industry Day

The Air Force Total Ownership Cost (AFTOC) system requires sustainment support to collect, compile, store, and standardize data from over 26 Department of the Air Force (DAF) and Department of Defense (DoD) data sources. This contract involves data acquisition, integration of system changes, data conversions, validation, processing, and presentation through various tools. Key tasks include managing supply, maintenance, accounting, fuel, engine, and munitions data tables, and developing new business rules. The contractor will also provide quality assurance, ensure Controlled Unclassified Information (CUI) compliance, support the Configuration Control Board (CCB), offer training, helpdesk operations, and database administration. The project requires extensive knowledge of DAF and DoD data systems, compliance with security regulations, and continuous product improvement to support OSD, DAF, and other federal entities in cost analysis and decision-making.

The Department of the Air Force (DAF) is conducting market research through a Request for Information (RFI) to identify capable sources for sustainment support related to the Air Force Total Ownership Cost (AFTOC) program. This RFI seeks to understand industry capabilities in maintaining DoD cost/logistics data warehouses, supporting VAMOSC/O&S cost reporting, and managing large portfolios of feeder systems. Key objectives include identifying firms that can meet requirements, exploring teaming arrangements, assessing subcontracting opportunities for small businesses, and refining previous RFI requirements. The DAF is particularly interested in approaches to data transfer automation, failure recovery, data pipeline observability, and integrating new ERP outputs while maintaining data continuity. Responses are due by 5 PM EST on February 5th and should include company information, points of contact, business size classification, and capability statements addressing specific questions outlined in the RFI and the attached Draft Performance Work Statement (PWS).
