Mobile Technology Passive Optical Network Request for Information (RFI)

CBP seeks industry feedback on a Mobile Telecommunications Provisioning Optical Network (MTPON) solution to provide secure, high-bandwidth backhaul via existing LGDS fiber and WiFi-based end-user connectivity for Border Patrol in remote areas. The primary objective is a combined solution for both backhaul and end-user access. The Proof of Concept will occur in the Yuma Area, Arizona, focusing on continuous WiFi coverage along a five-mile linear corridor. Vendors should propose scalable, self-sufficient mobile platforms operating 24/7 for at least 72 hours, adhering to environmental conditions and all DHS/CBP cybersecurity policies, including FIPS 140-2 validated encryption. The prime contractor is responsible for logistics and relocation of platforms, with full operational capability for the proof-of-concept expected by September 2026.

This service aims to enhance bandwidth and integrate communications with the U.S. Border Patrol’s (USBP) technologies, specifically supporting the Linear Ground Detection System (LGDS) Program. The MTPON solution must provide mobile, high-speed, secure, and reliable WiFi connectivity in remote and congested border areas, integrating with existing LGDS fiber optic cables. Key requirements include self-sufficient mobile platforms, deployable antenna masts, continuous five-mile WiFi coverage, environmental durability, and comprehensive network and physical security measures, including FIPS 140-2 encryption and WPA3-Enterprise. The solution is sought as a managed service, with the vendor responsible for deployment, maintenance, and operation, with full operational capability required by September 2026.
