Contract Opportunity Analysis

U.S. Customs and Border Protection, through its Air and Marine Contracting Division and the USBP LGDS Program, is seeking market research on a Mobile Technology Passive Optical Network (MTPON) communications service to enhance bandwidth and integrate communications with Border Patrol technologies. The work centers on a managed mobile solution that provides secure backhaul over existing LGDS fiber and WiFi-based end-user connectivity, with the vendor responsible for deployment, maintenance, operation, and the necessary end devices. The solution is expected to support continuous WiFi coverage along a five-mile corridor in the Yuma, Arizona area, operate for at least 72 hours with self-sufficient power, and meet DHS/CBP cybersecurity requirements including FIPS 140-2 encryption and WPA3-Enterprise protections. CBP is requesting written responses by email in Microsoft Word format, limited to 10 pages plus Attachment A, no later than 5:00 PM EST on April 1, 2026, and questions may be submitted by 5:00 PM EST on March 23, 2026.
