Contract Opportunity Analysis

The Department of Homeland Security, U.S. Immigration and Customs Enforcement, is seeking market research for contractor-owned and contractor-operated turn-key detention facilities to support its Enforcement and Removal Operations. The selected contractor must provide comprehensive detention management, including housing, food, medical and mental health care, security guard services, and 24/7 armed ground transportation. Facilities must accommodate low and medium custody level male and female detainees, comply with 2026 National Detention Standards, and be operational within 30 days of contract award in the Denver, Miami, Seattle, and Philadelphia areas of responsibility. Interested vendors must electronically submit a capability statement of no more than 10 pages to Shane Crowl and Brittany Tobias by July 17, 2026, at 4:00 PM Eastern Time.
