Lima - Spanish Language Training Service

This Request for Quotations (RFQ 19PE5026Q0032), issued by the U.S. Embassy in Lima, Peru, seeks a qualified contractor to provide Spanish language training services for adult learners. The solicitation aims to award a firm-fixed-price, indefinite-quantity contract with a performance period consisting of a one-year base period and four subsequent one-year option periods. The selected contractor will deliver an estimated 1,300 hours of Spanish language instruction annually, distributed between 910 in-person and 390 virtual sessions. Instruction must focus on developing professional, political, economic, and conversational language skills. Additionally, training must incorporate Peruvian culture and real-world context, utilizing proficiency-based teaching standards aligned with the National Foreign Affairs Training Center (NFATC) or the Defense Language Institute (DLI). Contractor responsibilities include conducting initial student assessments, establishing documented learning plans, administering periodic progress tests, providing biweekly student feedback and counseling, and supplying all necessary instructional materials. The U.S. Government will provide designated classroom space, smart TVs, computers, and consumable supplies. To be considered for award, offerors must submit pricing broken down by service element (in-person and virtual), evidence of active registration in the System for Award Management (SAM), and a strategic work plan detailing past performance, required licenses, and quality control procedures. The contract will be awarded to the responsible company submitting the lowest-priced, technically acceptable offer. Proposals are due by July 15, 2026.
