Request For Information - 3rd Party Airline Travel Information

The United States Secret Service (USSS) is seeking a new, vendor-hosted solution to replace its existing commercial database for law enforcement travel data queries. The USSS requires a vendor that already has established data-sharing agreements with major domestic and international airlines and online travel agencies, and maintains a database currently used for law enforcement purposes. The solution must provide near-real-time access, support fuzzy matching and alias searching, and comply with the Privacy Act of 1974 and relevant federal regulations. The vendor must provide System of Records Notices (SORNs) and an established Privacy Impact Assessment (PIA). While the solution will not integrate with existing USSS investigative systems or require hosting within a DHS enclave, all delivered data and investigative results must reside within government-controlled infrastructure to support evidentiary chain-of-custody and long-term retention. Secure API-driven or portal-based solutions are preferred for data delivery, rather than encrypted email, and must meet FIPS 140-2/140-3 encryption standards. The vendor also needs to provide mechanisms for priority queuing for exigent law enforcement requests.

The Department of Homeland Security (DHS) United States Secret Service (USSS) has issued a Request for Information (RFI) seeking an online investigative searching tool/application. This tool would function as a banking agency between airlines and travel agencies (such as Orbitz, Expedia, and Travelocity), providing search results for airline travel information including date of issue, ticket number, passenger name, flight details, and form of payment. Additionally, the tool needs to deliver secure, encrypted results within five working days, with an 8-hour response time for exigent Law Enforcement requests, 24/7. This RFI is for planning purposes only and is not a request for quotation or proposal. The USSS is encouraging responses from companies of all sizes and socioeconomic statuses under GSA or open market sources. Submissions, including company information like name, GSA Schedule Contract Number, UEI, point of contact, business size, NAICS, and categories, are due by March 5, 2026, at 4 PM EST. Questions are due by March 2, 2026, at 9 AM EST.
