Telecommunications Service
Contract Opportunity Analysis
The Department of Health and Human Services, through the Indian Health Service’s Navajo Area office, is pursuing a sole-source telecommunications procurement for the Desert Visions Youth Wellness Center in Sacaton, Arizona. The work covers a reliable, high-capacity telecom and internet package, including a 100 Mbps dedicated Ethernet connection, a PRI T-1 voice circuit, a static IP block, six basic business POTS lines, and all installation, configuration, activation, and validation testing. The requirement is tied to healthcare operations and calls for 99% uptime, 24/7 technical support, and compliance with FCC, IHS cybersecurity, HIPAA, Privacy Act, and 42 CFR Part 2 requirements; the statement of work describes a base period plus four option years and excludes construction, internal cabling, LAN equipment, switches, and PBX systems. The statement of work values the effort at $300,000 and identifies Gila River Communications as the sole source provider, while the notice still invites capability statements from interested parties.
