Unified Application Access and Integration Prototype

This document is the DCSA Ecosystem Styleguide, a comprehensive user interface (UI) and design system manual for Defense Counterintelligence and Security Agency (DCSA) and National Background Investigation Services (NBIS) applications. Built upon United States Web Design System (USWDS) 3.0 standards, the styleguide ensures strict accessibility compliance (WCAG 2.1 AA and Section 508) across digital platforms, including the NBIS Portal and Individual Engagement Platform (IEP). The system outlines a unified visual identity utilizing core DCSA brand colors—including Primary Blue, Ocean Blue, Charcoal, and Legendary Gold—mapped to semantic theme tokens for seamless global adjustments. It provides detailed layout specifications and interactive behavioral patterns for key components, including forms, data tables, buttons, alert banners, modal overlays, left drawer navigation, page pagination, and step indicators. Additionally, the guide defines typography standards utilizing specific serif and sans font stacks with a 16px minimum base font size to guarantee readability. It also features a standardized library of over 250 functional icons categorized for navigation, files, users, and status feedback, alongside an 8px grid alignment system to maintain visual harmony across viewport widths up to 1920px.

The Defense Counterintelligence and Security Agency (DCSA) has issued a general solicitation (HS0021-26-CSO-DCSA) for the "DCSA Innovation Gateway," open from June 23, 2026, to June 22, 2031. Serving as a commercially focused entry point, this initiative aims to partner with innovative companies to solve critical mission challenges through Other Transaction Agreements (OTAs) for prototype projects. DCSA’s technical priorities span four primary areas: digital transformation enablement, data integration and advanced analytics (including AI and machine learning), cyber and industrial security, and digital workforce training and IT governance. To be eligible for an OTA, proposers must meet specific statutory requirements, which generally involve the significant participation of nontraditional defense contractors or small businesses, or a one-third cost-sharing arrangement. The procurement process utilizes "Innovation Calls" published on SAM.gov. Interested vendors must submit a six-page Solution Concept Paper (Phase 1) using a mandatory template. Submissions are evaluated on concept viability, mission alignment, and affordability. Promising vendors may be invited to Phase 2 for a full project proposal, technical demonstration, or oral presentation, or proceed directly to Phase 3 for collaborative negotiation and award. Successfully completed prototype projects may transition into follow-on production contracts without further competition. Non-government advisors with signed non-disclosure agreements may assist in the evaluation process.

The initiative addresses DCSA's fragmented mission environment, which currently spans multiple siloed applications and creates disconnected workflows. The project's goal is to establish a secure, scalable, and unified user-centered portal that serves as a common entry point utilizing zero-trust principles and multi-factor authentication (MFA) capabilities. The prototype will initially focus on onboarding and integrating a specific set of Individual Engagement (IE) applications: eApp, IEP, PVQ, and PDT. The selected contractor will also assume responsibility for sustaining these legacy applications to ensure continuity of operations during prototype development. The project is structured into four sequential phases over a six-month period of performance: 1. Discovery, User Experience, and Technical Baseline 2. Core Solution Prototype Development 3. IE Application Onboarding and Workflow Validation 4. Prototype Validation, Security Authorization (targeting an Authorization to Operate), and Production Readiness Eligible vendors must possess an active Top Secret Facility Clearance at the time of concept paper submission. Work will be performed remotely and at contractor facilities, with deployment in the government-provided DCSA IL5 cloud environment. Upon successful prototype completion, DCSA intends to award a follow-on production contract for scaling, deployment, and operational sustainment.

This document provides instructions and a template for submitting a Solution Concept Paper in response to the Defense Counterintelligence and Security Agency (DCSA) Innovation Call (Solicitation HS0021-26-CSO-DCSA). The template defines strict formatting guidelines, including a six-page limit for the core technical sections, Calibri Light 11-point font, and single spacing. The paper must begin with a comprehensive cover page capturing administrative details, prime and subcontractor information, Point of Contact (POC) details, and a Rough Order of Magnitude (ROM) cost estimate. Proposers must also certify their eligibility for an Other Transaction Agreement (OTA) under 10 U.S.C. 4022 by indicating whether they meet criteria regarding nontraditional defense contractor participation, small business representation, or cost-sharing. The core of the submission is structured into six required sections: 1. **Problem Understanding:** Demonstrating the vendor's comprehension of DCSA’s operational challenges and user needs. 2. **Proposed Concept & Vision:** A one-page narrative and conceptual diagram of the proposed solution. 3. **High-Level Technical Approach:** An outline of the recommended technology stack, architecture, and development methodology. 4. **Intellectual Property & Data Rights:** Clarification of background IP, foreground IP, and third-party software dependencies. 5. **Risk & Opportunity Spotlight:** Identification of the primary technical/programmatic risk and the most significant overlooked opportunity. 6. **Rough Order of Magnitude (ROM):** A high-level cost breakdown by project phase, including any cost-sharing arrangements.
