Notice of Intent to Sole Source – Oncotype DX Cancer Testing Services

The Defense Health Agency Contracting Activity (DHACA) has issued a Notice of Intent to award a sole-source, firm-fixed-price contract to Genomic Health, Inc. (an Exact Sciences company) for proprietary Oncotype DX Cancer Testing Services. This requirement supports the Mike O’Callaghan Military Medical Center (MOMMC) at Nellis Air Force Base, Nevada. The scope of work includes providing specimen-submission materials, performing the branded Oncotype DX genomic tumor tests, delivering written results and interpretations, and returning tissue samples. The anticipated period of performance consists of a 12-month base period starting September 16, 2026, with four 12-month option periods and a potential six-month extension. Although the government intends to award this sole-source contract because of the proprietary nature of the Oncotype DX testing, interested vendors who can provide this specific branded service may submit a capability statement. Capability statements must demonstrate the vendor's technical ability to perform the testing, provide results, and handle specimens. Submissions are limited to six pages and must be emailed to Dominic Gonzales at dominic.n.gonzales.civ@health.mil by 10:00 a.m. PDT on September 11, 2026.
