This Statement of Work outlines the cleanup, closure, and waste disposal services for the Tuba City Dump (TCD) in Arizona, executed under an agreement between the Bureau of Indian Affairs (BIA) and the Hopi Tribe. The project requires a RCRA Subtitle D compliant landfill to accept and permanently dispose of a minimum of 70,000 loose cubic yards (LCY)—approximately 98,000 tons—of non-hazardous TCD solid waste over a one-year period. The contracted construction firm, Haley Aldrich, will manage excavation, characterization, and transportation. Waste will be staged in secured 1,000 LCY stockpiles, scanned for radiological materials as a safety precaution, and hauled to the disposal facility. Due to the site's proximity to a former uranium processing plant and elevated uranium and strontium levels in nearby monitoring well MW-7, the plan establishes strict safety protocols. Led by a Project Radiation Safety Officer (PRSO) and Radiological Control Technicians (RCTs), excavation will utilize a tiered risk approach. This includes scanning stockpiles in one-foot lifts and conducting direct-contact soil screening. Material exhibiting radiation levels greater than twice the natural background (2.62 CPM for Geiger counters; 2.0 pCi/g for sodium iodide probes) will be isolated, sampled within 24 hours, and analyzed at an accredited laboratory. If radiological wastes are confirmed, they will be packaged in weather-resistant, marked containers, stored in a designated radioactive materials area, and tracked continuously. Depending on waste characteristics, final disposal will occur at permitted facilities such as US Ecology Idaho, EnergySolutions Clive, or Waste Control Specialists. The plan also mandates specialized worker training, emergency response overrides, and comprehensive record-keeping throughout the project lifecycle.

This Sampling and Analysis Plan (SAP) outlines the environmental screening and testing protocols for the Tuba City Dump (TCD) Waste Removal project in Arizona, prepared for the Bureau of Indian Affairs. The project's primary objectives are to screen excavated waste to ensure compliance with the Painted Desert Landfill's waste acceptance criteria, and to verify that both segregated cover soils and imported borrow soils are clean for use as remediation backfill. Haley & Aldrich (HA) will construct a 4.7-acre asphalt waste staging area designed to manage up to eleven 1,000 loose cubic yard (LCY) stockpiles, handling approximately 20,000 LCY of waste in total. Onsite personnel will perform daily excavation oversight, sampling, and radiological screening. Soil stockpiles will undergo composite sampling and analysis for EPA Toxic Characteristic Leaching Procedure (TCLP) metals, volatile and semi-volatile organics, pesticides, herbicides, furans, dioxins, and sulfates. Radiological screening will utilize sodium-iodide probes and Geiger counters. Any material exceeding twice the natural background levels (exceeding 2.62 CPM or 2.0 pCi/g) will be segregated, cordoned off, and subjected to further laboratory testing for isotopic radium, thorium, uranium, gross alpha/beta, and gamma spectroscopy. All samples destined for offsite testing will be properly packaged, cooled, and shipped under strict chain-of-custody protocols to Pace Analytical Services. This waste characterization report, prepared by Daniel B. Stephens & Associates, Inc. (DBS&A) for the Hopi Tribe, details radiation sampling conducted at the Tuba City Dump (TCD) in northern Arizona. The investigation was performed to support an upcoming remediation project involving the excavation and hauling of waste to the Painted Desert Landfill near Joseph City, Arizona. Because the receiving landfill cannot accept waste exceeding radioactivity readings of 5 picocuries per gram (pCi/g) for any given isotope, the study established background levels and evaluated the correlation between field Geiger counter measurements (mrem/hr) and laboratory analyses of radium isotopes. Historical data and current sampling of 10 sediment and 5 rock core samples confirm that radioactive waste has not been detected at the site, with all readings reflecting naturally occurring radioactive material (NORM). Laboratory analytical results for radium-226 were all under 4 pCi/g, with the highest sediment activity at 0.254 pCi/g and rock samples peaking at 3.56 pCi/g. All radium-228 results were below laboratory detection limits. The study established a linear correlation showing that a Geiger counter reading of 0.744 mrem/hr corresponds to the 5 pCi/g radium-226 disposal threshold. This validates the Geiger counter as an effective field-screening device to segregate any anomalous materials during excavation. The findings conclude that anthropogenic activities at the Tuba City Dump have not elevated radiation levels above natural background conditions.
