This document is a Sole Source Justification for the procurement of battery replacement and preventative maintenance services for six uninterruptible power supply (UPS) units. The acquisition, estimated between $10,000 and $250,000, is deemed sole-source due to the specialized nature of the UPS units. AMETEK Powervar, in partnership with Hytec, is the only authorized provider because they are the Original Equipment Manufacturer (OEM) and the sole source for factory-recommended parts and trained technicians. Market research confirmed AMETEK Powervar and Hytec's unique qualifications, emphasizing their ISO certification and specialized expertise. The Drug Enforcement Administration (DEA) issued a special notice (D-26-L1-0024) intending to award a sole source purchase order to Powervar, Inc. for AMETEK Powervar UPS Preventive Maintenance. Powervar, as the manufacturer, is the only authorized source for this maintenance. This notice, posted May 19, 2026, with a response due date of May 22, 2026, is for informational purposes only and not a request for competitive offers. The acquisition will follow FAR Part 13, Simplified Acquisition Procedures, under NAICS code 335999, and is not a small business set-aside. Vendors who believe they can provide the services may submit a capability statement to Jose Marin via email by the due date. The award basis is lowest price/technically acceptable, on an all-or-none basis. The notice details various services including on-site UPS inspection, cleaning, adjustments, and battery replacement kits for different UPS models. It also incorporates numerous FAR and DOJ clauses, emphasizing compliance with regulations regarding telecommunications equipment, national security risk assessments, and protest procedures.
