Notice of Intent to Sole Source - Molecular Assay Analyzer Cost-Per-Test for Naval Medical Center Portsmouth

The government intends to award a sole source, firm-fixed-price contract to BioFire Defense, LLC, for molecular diagnostic analyzers, assays, reagents, and consumables for Naval Medical Center Portsmouth, VA. The contract, from April 2026 to April 2027 with four option years, requires BioFire Defense to provide non-personal services on a cost-per-test basis. The analyzer must be an automated, single-platform walkaway PCR system capable of integrated sample preparation, amplification, detection, and nested multiplex PCR analysis for various pathogens, including respiratory, blood culture, gastrointestinal, and meningitis/encephalitis targets. It must handle DNA/RNA extraction, have a minimum 12-sample capacity, and test multiple sample types. The system needs barcode reading, real-time analysis, automatic quality control, and onboard diagnostics. All products must be FDA compliant and installed per OSHA requirements. BioFire Defense must be an OEM authorized dealer, responsible for delivery, installation, initial validations, and providing corrective maintenance and on-site training. This notice is not a request for competitive proposals; however, interested parties can submit capability statements by November 14, 2025, to be considered for a competitive procurement, although the government retains discretion for a sole source award.
