The U.S. Army Corps of Engineers, Louisville District, is planning a full and open design-build, firm-fixed-price procurement to maintain and repair the General Stilwell Memorial Army Reserve Center training building at Fort Sam Houston in San Antonio, Texas. The work covers repairs and upgrades to the roofing, HVAC, electrical distribution, water distribution, fire alarm and suppression systems, ceilings, windows, doors, floor coverings, interior reconfiguration, and interior and exterior finishes. This is a two-phase Best Value Tradeoff acquisition that will evaluate past performance and technical approach in Phase I, then design narrative, management plan, schedule narrative, and price in Phase II, with bonding and financial capability required and an estimated performance period of 802 calendar days from notice to proceed.
