Contract Opportunity Analysis

The Federal Highway Administration is seeking a contractor to perform safety evaluations and safety plan assessments for 17 laboratories at the Turner-Fairbank Highway Research Center. The selected contractor will conduct Job Hazard Analyses, review existing plans, develop standardized safety plan templates, recommend training, and design an inspection toolkit to ensure compliance with OSHA and agency standards. The work requires multiple site visits to the research center over a 12-month period of performance, and proposals will be evaluated based on three equally weighted factors: technical capability, price, and past performance. Electronically submitted quotes are due by 6:00 PM ET on July 29, 2026, and must be sent to Jason Motala at jason.motala@dot.gov.
