Study on the Economic Impact of the International Maritime Organization Net Zero Framework

The U.S. Maritime Administration is seeking a cooperative agreement to study the economic impact of the International Maritime Organization’s Net Zero Framework on U.S. maritime and trade interests. The work calls for a targeted cost analysis of the framework’s policy mechanisms, including GHG pricing, emissions trading, carbon offsets, fuel and technology mandates, monitoring and compliance regimes, fund governance, and enforcement measures. The study should quantify impacts where feasible, compare the proposed framework with alternative and delayed implementation scenarios, and assess effects on shipping costs, trade competitiveness, energy and services demand, administrative burden, and distributional impacts; performance is to support MARAD’s work in Washington, District of Columbia. Proposals are due by 12:00 PM EDT on June 3, 2026, must be submitted as PDFs by email, are limited to 12 pages, and the solicitation has a maximum budget of $280,000.
