Contract Opportunity Analysis
The U.S. Department of Agriculture Rural Development, through the Rural Housing Service and USDA Rural Development office, is seeking a small-business contractor to develop an audit guide and pilot review process for lenders participating in Rural Development guaranteed loan programs. The work covers development and refinement of lender review guides, conducting lender compliance reviews for the RBCS, SFH, and MFH programs, and producing project plans, status reports, lender review reports, and program-level findings and recommendations. The effort is structured as an eight-month base period with two eight-month option periods, uses a lowest-price-technically-acceptable evaluation approach, and requires personnel with accounting, forensic, banking, and/or auditing experience, a bachelor’s degree in accounting, and compliance with security, PII handling, and Section 508 requirements.
