355 Wing VTC Upgrade

This Performance Work Statement (PWS) outlines the requirements for a non-personnel services contract for the turn-key design, integration, installation, and maintenance of NIPRNET and SIPRNET Audio/Visual (A/V) and Video Teleconferencing (VTC) suites at the 355th Wing, Davis-Monthan AFB, AZ. The contractor will manage the project, including planning, scheduling, and quality control, and provide key personnel. Key tasks include system design, engineering, procurement, installation, and ongoing maintenance, ensuring compliance with DoW, Air Force, and local directives. The system must support both unclassified (NIPR) and classified (SIPR) operations, be interoperable with Microsoft Teams and Global Video Services, and feature user-friendly controls with a “one-touch” function for switching between NIPRNET and SIPRNET sessions. Security is paramount, requiring strict physical and logical separation for SIPR suites, STIG compliance, and appropriate personnel security clearances. The contract includes a twelve-month base year with four optional twelve-month extensions. Deliverables include a Project Management Plan, System Design Package, STIG Compliance Checklist, User Training & Quick-Start Guides, and Quarterly PMI Reports. The contractor will also provide quarterly preventative maintenance, technical support, and comprehensive training.
