This Sources Sought Notice (Solicitation Number 36C26226Q1145) is issued by the Department of Veterans Affairs, Network Contracting Office 22, to conduct market research for an upcoming Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract. The Phoenix VA Health Care System (PVAHCS) is seeking a qualified contractor to provide a Siemens Syngo.via Service Contract. The scope of work involves consolidating three legacy Siemens Syngo servers (currently running on unapproved Windows operating systems for CT, MRI, and PET/MR systems) into a single virtual machine (VM) and upgrading the software. The contractor will be responsible for a turnkey installation and configuration of the Siemens Syngo software on a VA-provided VM, providing licenses to support three concurrent users, and delivering 48 days (384 hours) of virtual and on-site clinical and IT administrative training. Additionally, the contractor must maintain the software, providing remote and on-site technical support, planned maintenance, and software updates. All service technicians must be certified by Siemens Healthcare. Due to electronic Protected Health Information (ePHI) security regulations, the contractor must sign a Business Associate Agreement (BAA) and is strictly prohibited from removing any hard drives from the VA facility. Responses from interested SDVOSBs and other small businesses detailing their qualifications and capability statements are due by July 23, 2026, at 16:00 Mountain Time. The anticipated period of performance is a base year from August 17, 2026, to August 16, 2027.
