Commscope Utility Tunnel Camera Installation and Service

This Statement of Work outlines the requirements for purchasing and installing utility tunnel cameras at NASA Langley Research Center's Tunnels 2 & 3. The project's purpose is to enhance environmental monitoring, incident detection, and worker safety within these utility tunnels. The contractor will furnish and install sixteen Axis Q6325-LE PTZ cameras, mounts, POE extenders, fiber optic cables, and related hardware. The installation involves field verification, mounting, cable routing via J-hooks and existing infrastructure, fiber splicing, and power termination. Post-installation, the contractor will perform configuration, testing, and certification of all fibers, providing test reports to NASA. Key contractor qualifications include being an AXIS Channel Partner, having AXIS Certified Professionals, Confined Space Training, BICSI Technician-Level certification, Fluke Networks Certified Cabling Test Technician certification, a Virginia Journeyman’s electrical license, and experience with core-drilling, the Emerson DeltaV Control System, automation, process controls, and audio-visual solutions. The project requires adherence to stringent safety protocols due to the hazardous nature of the tunnels. The place of performance is NASA Langley Research Center in Hampton, VA, with a one-year warranty on the entire system and an estimated performance period of twelve months from the task order award.

NASA/NSSC intends to award a sole source contract to SAUNDERS CONTRACTING SERVICES, INC. for Commscope Utility Tunnel Camera Installation and Service at NASA/Langley Research Center (LARC). This procurement, under NAICS Code 237130, is justified under FAR 12.102(a) as SAUNDERS CONTRACTING SERVICES, INC. is deemed the sole provider. Interested organizations may submit capabilities by May 21, 2026, to be considered for a competitive basis, though the government retains discretion. Oral communications are not accepted, and NASA FAR Supplement Clause 1852.215-84, Ombudsman, applies.
