Contract Opportunity Analysis

The Department of Justice, Federal Prison Industries (UNICOR), is seeking a contractor to supply bulk forage hay to support agricultural cattle operations at the Lompoc Farm in Lompoc, California. The contractor must deliver a total of 400,000 pounds of square-baled hay, split equally into 100,000-pound quantities of large alfalfa bales, small alfalfa bales, large oat bales, and small oat bales. All deliveries must be FOB Destination within 30 days of contract award and are subject to nutritional and quality inspections, with round bales strictly prohibited. Award will be made on a Lowest Price Technically Acceptable basis to a registered small business that provides a formal hay analysis for technical evaluation prior to award.
