CBR Respirator Assemblies

This Federal document is a Justification for Other Than Full and Open Competition issued by the Defense Logistics Agency (DLA) Troop Support. The contracting activity is seeking approval to solicit a sole-source, Indefinite Delivery/Indefinite Quantity (IDIQ) fixed-price contract with an Economic Price Adjustment to Cam Lock LTD (UK) for Chemical Biological Radiological Nuclear (CBRN) Protective Respirator Assemblies. The estimated value of the procurement is $8,764,096.21 for a one-year base period, with four one-year option periods, bringing the total estimated value to $43,820,481.05 and a maximum value of $49,000,000.00. The statutory authority invoked is 10 U.S.C. 3204(a)(1), implemented by FAR 6.302-1, as Cam Lock LTD is the only source approved by Naval Air (NAVAIR) Systems Command capable of satisfying the technical, quality, and extensive flight-clearance testing requirements for various military aircraft, including the F-18, F-22, and AV-8B. Cam Lock LTD holds proprietary technical data rights, preventing the government from competing the requirement. These respirators are critical Aviation Life Support System components required to replace fleet assets exceeding their five-year shelf life. A Sources Sought Notice issued in March 2025 yielded no other qualified sources, and alternative solutions under the Joint Service Aircrew Mask (JSAM) Program remain in development. The Contracting Officer has determined the anticipated costs will be fair and reasonable based on certified cost or pricing data.
