Purchase of a HEV AWD Executive SUV

The U.S. Embassy in Tirana, Albania, has issued a combined synopsis and solicitation (Solicitation Number 19AL6026Q0018) for the procurement of a new 2025–2026 HEV/AWD executive SUV. The procurement will be conducted as a Lowest-Priced Technically Acceptable (LPTA) firm-fixed-price purchase order, with pricing quoted in Albanian Lek (ALL). To be deemed technically acceptable, the proposed vehicle must meet minimum performance and physical criteria, including a 4-cylinder, 2.5-liter engine with at least 190 horsepower, automatic transmission, Euro 6 emissions compliance, and a 10-year or 200,000-kilometer warranty. Furthermore, the contractor must have an established maintenance, repair, and spare parts network within Albania, particularly in Tirana. Bidders must submit comprehensive technical literature (including the manufacturer, model, VIN, and color), a 90-day delivery plan to the embassy, and past performance details for at least two similar contracts executed within the past three years. Additionally, vendors must have an active registration in the System for Award Management (SAM) database and provide their Unique Entity ID.
