NATO Headquarters Supreme Allied Commander Transformation (HQ SACT) is seeking a firm fixed-price Financial Accountant / IPSAS SME to provide on-site accounting support for BUDFIN Treasury & Accounting. The work covers accurate and timely accounting operations, IPSAS implementation and training, support for centralized accounting strategy and system upgrade activities, preparation of ACT consolidated annual financial statements, and audit liaison and follow-up. The contract is to be performed on-site in Norfolk, Virginia, with services delivered as level-of-effort support; evaluation is weighted 70% technical and 30% price, with emphasis on qualifications, IPSAS implementation experience, and financial statement preparation, and bidders must be NATO member nation entities with the required security clearance and NATO citizen key personnel. Performance runs from award through December 31, 2026, with one 12-month option period, and proposals are due May 26, 2026 at 0900 EST by email with no hard copies accepted; proposals should be submitted directly to HQ SACT, not to the Department of Commerce.
