Contract Opportunity Analysis
The U.S. Army Corps of Engineers, Louisville District, is soliciting a firm-fixed-price, small-business set-aside contract to design and build a microgrid at Fort Buchanan in San Juan, Puerto Rico to improve installation energy resiliency. The work includes installing diesel generators, a microgrid control system, fuel storage and polishing systems, electrical interconnection equipment, and integrating existing solar and wind generation, with optional battery energy storage and related site work, commissioning, permitting, and utility coordination. The project is a design-bid-build effort evaluated on past performance, technical approach, and price under a best-value trade-off, and it requires electronic proposals, SAM registration, and cybersecurity compliance including CMMC Level 2 and NIST SP 800-171-related requirements. Proposals are due May 22, 2026, and submissions are to be made electronically through the PIEE Solicitation Module.
