FPV Drones 3.5" & 10"

This document is a Sole Source Justification for other than Full and Open Competition issued by the Washington Army National Guard on behalf of the Western Region Counter-Drug Training Center (WRCTC). The agency seeks to purchase two Vector 10-inch FPV Drone systems, two Vector 3.5-inch FPV Drone systems, and associated controllers, chargers, batteries, and peripherals from Vector Defense, Inc. The total estimated cost of the procurement is $20,000.00. The justification cites FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." While numerous NDAA-compliant commercial unmanned aerial systems (UAS) exist, the Vector systems are specifically sought because they are known to be used by illegal drug trafficking cartels and distribution entities. The WRCTC requires these exact models to study their technical capabilities, which will help educate and train law enforcement activities on countering drug trafficking operations. Market research confirmed that Vector Defense, Inc. is the sole manufacturer and authorized dealer of these specific drone systems. There are currently no DoD or Federal contract vehicles available for these items, but they are fully NDAA-compliant. The Washington National Guard will publicize this sole-source action in accordance with federal regulations. The justification has been certified and approved by the program requester and the Contracting Officer.
