Financial Management Oversight (FMO) program

The Federal Transit Administration (FTA) is seeking vendors through a Request for Information (RFI)/Sources Sought notice to assist with Financial Management Oversight (FMO) reviews. These services are crucial for the FTA to fulfill its financial oversight responsibilities, comply with Congressional directives for independent financial assessments, and ensure grantees have robust financial management systems and internal controls for federal funds. Submissions should also include company information, NAICS codes (541611 or 541211), and be sent electronically to Tennile Palmer and Crystal Zorich by March 13, 2026, at 12:00 noon EST. The anticipated contract type is Labor Hour, with a one 12-month base period and four 12-month option periods. Contractors are responsible for furnishing their own facilities.

The program also conducts financial management system reviews, follow-up reviews, cost allocation plan/indirect cost rate reviews, agreed-upon procedures, consulting engagements, and financial condition/capability assessments. Additionally, it involves updating the FMO Resource Manual and workshop workbook, providing corrective action support, targeted technical assistance, FMO workshops/training, program reports, risk assessments, regional workshops/trainings, and innovation/recipient training modules. These efforts ensure sound financial management, compliance, and capacity building for FTA grant recipients.
