As-Needed Towing Services for Landing Craft Utility Vessel

The Amphibious Assault and Connector Program Office (PMS317) requires towing services for the LCU 1710 craft, which is 139' long, 32' wide, and weighs approximately 263 long tons. Services are needed from February 2, 2026, to February 1, 2031. The contractor must provide towing from the area around Naval Support Activity Panama City (NSA PC) back to the pier within four hours of notification if the craft experiences a failure. Additionally, towing to a boatyard within 50 miles of NSA PC is required within 12 hours of notification in the event of an imminent hurricane. The contractor is responsible for all necessary towing equipment, rigging, vessel preparation, a towing vessel, a qualified pilot, and a riding crew. All operations must comply with federal, state, and local regulations, and shipboard winches are not to be used for towing control. Performance will be continuously inspected for 100% compliance, and invoices must be 100% accurate. Contractor personnel must be available for meetings, including a post-award conference and LCU 1710 walkthrough. Access to NSA PC requires a Defense Biometric Identification System (DBIDS) credential, with specific procedures for those with or without a Navy Commercial Access Control System (NCACS) card.
