Develop and sustain CASTLE KEEP in Army commercial cloud solutions

The Army Contracting Command – Aberdeen Proving Ground, on behalf of HQDA G-2 and the Department of the Army SSO, has issued a Request for Information to conduct market research for software development and sustainment support of CASTLE KEEP, a customer-facing portal providing automated workflow services and Army Sensitive Compartmented Information program reporting, metrics, analysis, and information sharing under DoDM 5105.21. The Government seeks vendors able to develop and sustain CASTLE KEEP within the Army Commercial Cloud Solutions Provider environment, including infrastructure assessment with blue and red team cybersecurity testing during developmental and operational test and evaluation, cyber integration and interoperability coordination, infrastructure-as-code deployments such as Terraform, cross-domain solutions, and quarterly maintenance of SOPs, system architecture guides, ERDs, install guides, and DoDAF diagrams. All software and application tools remain Government property, personnel must hold active TS clearances with SCI eligibility (SI, TK, G, HCS) at award with potential future TS/SCI with CI polygraph requirements per the attached DD Form 254, and the vendor must lease workspace with NIPRNet and JWICS access for three to four personnel, with performance identified in Washington, District of Columbia under NAICS 541611. Responses are limited to five pages in 12-point Times New Roman, one submission per CAGE code, and must address administrative information, testing methodology (including DAST, SAST, and RASP), configuration management, security and clearance posture, maintenance planning, data rights and intellectual property, and recommended CLIN structure.
