The Naval Air Systems Command under the Department of the Navy intends to place a cost-plus-fixed-fee modification with Bell Textron Inc. to support SIEPU Phase II Part 3 interactive electronic technical manual baselining. The work covers IETM baselining tasks tied to Structural Improvement and Electrical Power Upgrades Phase II Part 3, which is intended to integrate mature detailed design solutions from earlier Phase II efforts onto an AH-1Z and UH-1Y for a government flight test evaluation. The requirement is planned for Fort Worth, Texas, and is being pursued as other than full and open competition because the government does not have the license rights needed to compete the effort and has determined Bell is the only responsible source.
