The Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) has issued a Combined Synopsis/Solicitation (RFQ N4215826Q0036) for a Firm-Fixed-Price, single-award contract. This requirement is a 100% small business set-aside under NAICS code 541380 (Testing Laboratories and Services), with an anticipated period of performance from September 30, 2026, through September 29, 2027. The selected contractor will perform core sampling in various buildings and locations throughout NNSY to facilitate work permit #799. Responsibilities include providing all necessary equipment and personal protective equipment (PPE) to collect 51 total core samples (including dry/brick, brick/paint, concrete/paint, and dry cores) across 32 specified buildings and gates. Additionally, the contractor must generate detailed findings reports for each group of buildings within seven days of the group's specific performance window. NNSY will provide personnel to grant area access, escort non-badged workers, and point out sampling locations. Contractors must obtain Defense Biometric Identification System (DBIDS) cards and NAVSEA badging for shipyard access.
