The Defense Advanced Research Projects Agency (DARPA) has issued a Sources Sought Notice (HR001126QE005) to identify qualified contractors capable of providing comprehensive Program Security Services. This market research initiative aims to assess vendor availability, determine potential GSA contract vehicle utility, and evaluate opportunities for small business set-asides. The Security & Intelligence Directorate (SID) requires approximately 160 Full-Time Equivalent (FTE) contractor personnel to support its mission. Embedded Program Security Representatives (PSRs) will provide risk-managed protection across various classification levels, including Special Access Programs (SAP) and Sensitive Compartmented Information (SCI). The scope of work spans multiple complex security disciplines, including analyzing program protection strategies, managing insider threat and counterintelligence capabilities, providing IT security assessments for advanced military systems, and executing physical and personnel security operations. The Government anticipates awarding a single-award, Cost-Type or Time and Materials task order. The contract features a 12-month base period starting in the second quarter of fiscal year 2027, followed by four 12-month option periods. Interested vendors must submit a capability package of up to five pages by July 24, 2026. Submissions must include business demographics, GSA schedules, up to two experience references from the past five years, and feedback on organizational conflicts of interest and cost accounting systems. To qualify, prime contractors and subcontractors must possess a Top-Secret Facility Clearance, and all assigned personnel must hold active Top Secret clearances with SCI eligibility.
