Precast Concrete Moment Frame Assemblies for Structural Testing at the NFRL

The Department of Commerce's National Institute of Standards and Technology (NIST) is procuring contractor services for the fabrication and delivery of precast concrete moment frame assemblies. The contractor must develop shop drawings from NIST's preliminary designs and fabricate a base of three assemblies consisting of six precast concrete beams, three precast concrete columns, lifting clutches, connection components, material test bars, and test cylinders, with options for up to two additional assemblies. To qualify, the contractor must maintain a Precast/Prestressed Concrete Institute Plant Certification for Group C throughout production and provide NIST staff with safe access to the fabrication plant to install strain gauges prior to concrete placement. The period of performance is six months for the base contract, extending up to 14 months if options are exercised, with final delivery on an FOB Destination basis to the NIST facility in Gaithersburg, Maryland.
