Amendment to Previously Posted J&A for the Purchase of Brand-Name Commercial Products for Resale – Coastal Pacific Food Distributors

This document is a Justification for Other than Full and Open Competition (Control Number: HQC002-26-09) issued by the Defense Commissary Agency (DeCA). It authorizes a sole-source, single-award indefinite delivery, indefinite quantity (IDIQ) contract to Coastal Pacific Food Distributors (CPFD) to supply brand-name commercial resale products and full-line distribution services to specified commissaries. The contract has a potential duration of up to 15 years, consisting of a five-year base period, five one-year option periods, and up to five one-year earned incentive periods. Under 10 U.S.C. § 2484(f) and 10 U.S.C. § 3204(a)(1), DeCA determined that CPFD is the only responsible source capable of satisfying these requirements. Market research confirmed that only CPFD possesses the pre-existing physical infrastructure—such as secure, multi-temperature warehouses—and the specialized transportation fleet required to support the designated locations. Replicating this network would cause unacceptable schedule delays and substantial duplication of costs that could not be recovered through competition. The Contracting Officer will establish price reasonableness using historical distribution cost data and current market information. DeCA will periodically re-evaluate the market to assess if new vendors develop the capabilities needed to compete for these requirements in the future. The covered delivery points span multiple zones, including Japan, Korea, Hawaii, Alaska, the Pacific Northwest, California, Arizona, New Mexico, and the Front Range.
