Sources Sought Notice for Unaccompanied Housing Door Locks

The Unaccompanied Housing facilities are seeking proposals to replace their outdated access control system across 11 buildings with approximately 1,164 doors. The current system, primarily Dormakaba ATLAS, is obsolete and unsupported. The new system must replicate and enhance existing functionalities, including a complex key hierarchy for various access levels (standard, master, single-use, emergency keys) and a resident self-service kiosk for lockout situations. Key requirements for the next-generation system include a cloud-based architecture with offline capabilities, versatile access methods (RFID, PIN, Bluetooth, hard keys), simplified programming, power resilience, environmental durability, and ease of maintenance. The system must also offer comprehensive lock and access management, advanced role and staff management, customization, integration with Property Management Systems, and robust security features like a dual override system and electronic privacy. The resident self-service kiosk workflow for issuing temporary keys must be maintained or improved.
