To obtain base access, all contractor personnel must undergo identity proofing and vetting, including criminal background checks via the National Crime Information Center (NCIC) and California Law Enforcement Telecommunication System (CLETS), unless they possess a verifiable government security clearance. Contractors must present valid, REAL ID-compliant identification. The document establishes strict disqualifying criteria for base access, including active warrants, history of terrorism, espionage, felony convictions, drug distribution, or a systemic pattern of criminal behavior.
