Design-Build and Construction Services MATOC to support Industrial Base Modernization at Government Owned - Contractor Operated (GOCO) Facilities

The Army Contracting Command–Rock Island, on behalf of Project Lead Joint Services, plans a Multiple Award Task Order Contract for design-build and commissioning support to modernize Government-Owned, Contractor-Operated Army Ammunition Plants. The work covers a broad range of industrial base projects, including energetic material manufacturing lines, load-assembly-pack lines, shell casing and metal parts production, building and energy upgrades, environmental projects, and commissioning of new or upgraded facilities. Task orders may be performed at GOCO ammunition plants in Tennessee, Iowa, Missouri, Pennsylvania, Virginia, and Illinois, and the MATOC will be a five-year IDIQ awarded through full and open competition using a minimum technical threshold and highest technically rated offeror self-scoring approach, with price evaluated at the task order level. The formal RFP is anticipated in April 2026, and interested parties are directed to monitor SAM.gov and the Procurement Integrated Enterprise Environment for the solicitation and amendments.
