Notification of Intent for Battlespace Modeling and Simulation (BMS) Engineering Services

The Battlespace Contract Performance Work Statement outlines the requirements for research, design, development, and engineering support for battlespace and distributed simulations for the Department of the Navy (DoN) and Department of Defense (DoD). The Integrated Battlespace Simulation and Test (IBST) Department, Naval Air Warfare Center (NAWCAD) – Battlespace Division, is the center of excellence for Modeling and Simulation (M&S) of the battlespace environment. Key tasks include developing simulated battlespace environments, researching M&S technologies, creating high-fidelity models, and supporting major acquisition programs. The contract also details stringent security requirements, including U.S. citizenship, security clearances up to TOP SECRET/Sensitive Compartmented Information (SCI), and compliance with various DoD and DoN security regulations. Work will be performed at both government and contractor sites, with specific facility and security mandates. The contractor will also provide program and project management support, technical expertise, and administrative assistance. The primary product is the Next Generation Threat System (NGTS), a synthetic warfare environment generator.
