This federal procurement document is a Single Source Justification for an acquisition below the Simplified Acquisition Threshold, issued by the Department of Veterans Affairs Network Contracting Office 1. The White River Junction VA Medical Center plans to award a sole-source contract to Advanced Sterilization Products (ASP) for two low-temperature hydrogen peroxide gas plasma sterilization systems—the STERRAD 100NX 1-Door and the STERRAD NX ALLCLEAR—at an estimated cost of $166,845. The procurement of these specific models is necessary to maintain direct compatibility with the medical center's existing sterile processing workflows, software, consumables, and validated protocols. Transitioning to another brand would cause severe clinical disruptions, require extensive staff retraining, and compromise infection-control practices. Market research was conducted to identify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and small businesses. Although TrillaMed, an authorized SDVOSB distributor, was identified, their quote of $218,761.70 was significantly higher than the original equipment manufacturer (OEM) pricing. ASP is the only source able to provide exclusive trade-in and trade-out discounts totaling $23,000, which TrillaMed is not permitted to offer. Procuring through the distributor would result in a 31% price increase. Consequently, a sole-source award to ASP is justified as the most cost-effective solution in the government's best interest.

The Department of Veterans Affairs, Network Contracting Office 1, has issued a Notice of Intent to sole source the procurement of STERRAD NX and STERRAD 100NX Sterilization Systems to Advanced Sterilization Products (ASP). Under the authority of FAR 13.106-1(b)(1)(i), ASP is identified as the sole authorized source and Original Equipment Manufacturer (OEM) of this proprietary hydrogen-peroxide gas plasma sterilization technology. The replacement systems are required for the White River Junction VA Medical Center to maintain compatibility with its existing infection-control infrastructure, validated clinical workflows, and consumables. Alternate brands are not viable due to the potential for clinical disruption, mandatory retraining, and safety revalidations. Additionally, third-party vendors and the identified SDVOSB reseller cannot provide the necessary OEM-exclusive trade-in discounts, resulting in higher costs. While this notice is not a request for competitive quotes, interested parties with OEM-certified authorization may submit capability statements by July 17, 2026, at 10:00 AM Eastern Time to demonstrate their ability to meet the requirement. The Government retains sole discretion on whether to compete the procurement based on the responses received.
