This amended Class Justification and Approval (CJ&A) from the Naval Surface Warfare Center, Crane Division (NSWC Crane) authorizes increasing the ceiling of a sole-source Basic Ordering Agreement (BOA) with Sierra Nevada Company, LLC (SNC) by $5,000,000, raising the total from $3,431,931 to $8,431,931. The modification is funded by Aircraft Procurement-Navy (APN) appropriations to support accelerated organic depot activation for the MQ-4C Triton SIGINT system, shifting scheduled activities from FY29-30 forward to FY27-28. The scope remains unchanged, covering contractor support, engineering services, repairs, training, and technical publications for Common Chassis signals intelligence (SIGINT) mission sensor components. These components are deployed across maritime surveillance platforms managed by PMA-290, PMA-262, PMS-435, and the Naval Underwater Warfare Center (NUWC). Pursuant to 10 U.S.C. 3204(a)(1), SNC is the only responsible source capable of fulfilling these requirements. As the original designer and manufacturer, SNC holds the proprietary Level III technical data rights, which they are unwilling to sell. The government only possesses Level II data, which is insufficient for competitive procurement. Transitioning to an alternative platform would cost over $16.8 million and cause a five-year delay, severely disrupting critical Navy installation schedules and mission capabilities. A sources sought notice posted on SAM.gov yielded no alternative sources, confirming that competition is not feasible. Consequently, NSWC Crane has no immediate plans to compete future requirements for these specialized services.
