PLA Special Notice FY25 Joint Base Lewis McChord Multi Domain Task Force Buildings 3221-3222

The U.S. Army Corps of Engineers (USACE) Seattle District has issued a Special Notice seeking market feedback on the potential use of a Project Labor Agreement (PLA) for an upcoming construction project at Joint Base Lewis McChord (JBLM) in Washington. This notice is for market research purposes only and is not a request for proposals. The project involves converting two existing "Hammer Head" barracks buildings (Buildings 3221 and 3222) into operational command facilities. The scope of work includes hazardous material abatement, partial demolition of the exterior envelope and interior walls, a 90% overhaul of mechanical and electrical systems, and the installation of new exterior envelopes, HVAC/electrical systems, and Thermoplastic Polyolefin (TPO) roofing. The estimated contract duration is 730 calendar days, with a projected construction magnitude between $40 million and $70 million. Consistent with Executive Order 14063, which mandates PLAs for large-scale federal construction projects valued at $35 million or more, USACE is soliciting feedback from the construction community. Responses will help the government determine if a PLA will promote economy, efficiency, and labor stability. Interested contractors are requested to submit feedback addressing local PLA history, labor shortages, scheduling constraints, cost impacts, and their willingness to bid under a PLA.
