Renewal and Support of the BankScan enterprise software license

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to award a sole-source, firm-fixed contract to Gee Whiz Software LLC for the renewal and support of its BankScan enterprise software license. This Justification for Other Than Full and Open Competition (JOFOC) is under the Simplified Acquisition Threshold and cites "only one responsible source" as the statutory authority. BankScan is considered mission-critical for forensic and financial investigative casework, offering unique features like rapid data extraction and conversion, custom templates, and seamless operation with OmniScan. The current enterprise license provides unlimited template building with a quick turnaround, which is essential for ATF's operations. The ATF has invested significantly in training its auditors on BankScan, making a transition to another software costly and time-consuming. Market research did not identify comparable software or authorized resellers that could fully replace BankScan's functionality. The estimated total cost for the base year and four option periods is $307,930.
