Contract Opportunity Analysis

The Defense Health Agency (DHA) on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) is seeking industry feedback to modernize and transition its healthcare IT end-user support from legacy, labor-intensive models to a modern, outcome-based enterprise vehicle. The contractor will orchestrate support for 125,000 to 150,000 active clinical/operational users and 9.5 million beneficiary patients across eight Service Pillars and eleven User Domains, including garrison Military Treatment Facility support and JOMIS tactical applications. The anticipated Firm-Fixed-Price contract will emphasize strict outcome-based Service Level Agreements, a three-day net clinical onboarding pipeline, and a centralized shared-services framework using the ServiceNow platform. Capability Self-Assessment Matrix responses are due by June 29, 2026, at 11:00 AM EST, and the primary RFI responses must be submitted via email to Katelyn O'Connor and Lacey Lockard by June 25, 2026, at 11:59 PM EST.
