Construction Management Enterprise Tool (CoMET)

NASA's Office of Strategic Infrastructure (OSI) seeks a Commercial Off-the-Shelf (COTS) enterprise-level construction project management solution, known as the Construction Management Enterprise Tool (CoMET). This cloud-based software-as-a-service (SaaS) solution, using Kahua™ as the vendor, will manage capital projects from planning to facility activation, integrating data, workflows, and reporting across NASA Centers. CoMET must process planning, design, and construction data, facilitate collaboration, and provide capabilities for planning, document, schedule, cost, budget, and workflow management, along with reporting and data analysis. The solution must be FedRAMP Moderate Authorized, Section 508 compliant, support multi-factor authentication, and integrate with existing NASA systems like RPMS, SAP, and TRIRIGA. The contractor is responsible for licensing, hosting, configuration, integration, testing, data migration, implementation, training, and system administration. The project has a 12-month base year and four 12-month option years, with full operational deployment expected within 270 days of the Notice to Proceed.
